Plant tulip bulbs in autumn, from October to mid-December, once the soil has cooled down but is not yet frozen. That way they form roots before winter and flower in April and May.

Yes, tulips do well in a large pot with a drainage hole. Place the bulbs closer together than in the garden, almost touching, and make sure water can drain away. During a hard frost, move the pot against the wall of the house.
